Tax crackdown – Should we ban cash-in-hand payments?

Should there be a crackdown on paying cash-in-hand to plumbers, decorators, builders and the like? Action against tax dodging is expected to feature in Chancellor George Osborne's budget statement on Wednesday. But how far should it go?
