Education Minister intervenes in row over school hours for special needs children

The Education Minister John O'Dowd has dramatically intervened in a row over pre-school provision for special needs children. The Education Authority wanted to cut special school hours by nearly a half. Stephen asked John O'Dowd why he is intervening now.
