On 13/11/14 there was a meeting between abusees and the Home Secretary who at the time, was under severe criticism for not having engaged with survivors. https://www.youtube.com/watch?v=esZAxlNPE-U

On the 04/02/15 the Home Secretary announced the inquiry was to be given Statutory designation http://goo.gl/DfxzSO and Professor Jay who attended the meeting has since become its Chair.
