Survey suggests many people believe benefits are too generous. Is that fair?

Welfare reform, the biggest shake up in our benefits system in years is underway. The latest changes started in June when new rules governing the former Disability Living Allowance came into effect. But new survey findings suggest many people here think too much is being paid out on benefits.
