Fly tipping and litter louts - @vinnybelfast shocked at law flouting

What do you do if you see someone dumping rubbish from a car? This happened to me the other day I was driving home from work and the car in front of me threw a bin bag full of rubbish out the window. A full bag of rubbish. So what is the right thing to do in that situation?
