Direct rule fears - @JBrokenshire gives clear idea of the budget he will introduce if Stormont stalemate continues

So we still don't have a budget. But Secretary of State James Brokenshire has given us a clear idea of the budget he will introduce if there's direct rule. And his plans include cutbacks to some departments - including an estimated 2.5% cut in education. Health will get a 3% increase.
