Chancellor announces that austerity is coming to an end as he delivers #Budget2018 - but is it really?

The Chancellor Philip Hammond declared that the budget would be for the "the strivers, the grafters and the carers" as he took advantage of better-than-expected tax revenues to promise a £30 billion boost in public spending by 2024.
