Chancellor announces that austerity is coming to an end as he delivers #Budget2018 - but is it really?

The Chancellor Philip Hammond declared that the budget would be for the "the strivers, the grafters and the carers" as he took advantage of better-than-expected tax revenues to promise a £30 billion boost in public spending by 2024. During the speech he also announced that the "era of austerity is finally coming to an end". But is it really? Labour Party Member Phil Kelly and Frank Shivers from the NI Conservatives debate.
