On the surface, it sounds like a great opportunity to enjoy a fun-filled day at Connecticut’s only zoo for free. But as you dig deeper to learn how this event was paid for, some state lawmakers are calling the event a slap in the face to utility ratepayers. We spoke to Senator Steve Harding about the public benefits section of utility bills and its connection to this event.
