Chris Smith, whose  94-year-old mother-in-law lives in a Silver Leaf home in Dallas, received this voicemail on March 27, from a Texas Health and Human Services worker. Smith's mother-in-law uses a wheelchair and has dementia, Smith said, and he worries about moving her from the home she lives in.
