USA "actively developing" additional tools to punish Peace spoilers in South Sudan

“Peace making in civil war is a risky business. The biggest source of risk comes from spoilers—leaders and parties who believe the emerging peace threatens their power, world view, and interests and who use violence to undermine attempts to achieve it.”

This according to Stephen John Stedman, writing in international conflict resolution after the cold war.

Stephen John Stedman, further adds that "when spoilers succeed, as they did in Angola in 1992 and in Rwanda in 1994, the results are catastrophic." 

So rather than wait for catastrophic outcomes in South Sudan, what tools are in place to push for accountability and punish the peace spoilers?
