A Gender specialist in the Gender Affairs unit of the United Nation Mission in South Sudan says African cultures and structures have made it more difficult for women to realize and achieve their rights in Jonglei State and Greater Pibor Administrative area. Susan Sesay says the 35 % affirmative action allocated to women as stipulated in the peace agreement has not been implemented.
